We would like to stress one aspect of the procedures for the Congress, which has not been fully understood: The VIII Congress differs from several previous congresses in not accepting for advance■printing, and distribution to the various rapporteurs, contributions on libe subjects scheduled for the plenary sessions and section meetings.
